The Top Hatted-Pimp was a man whom Roland was approached by in Pricetown. He offered Roland to have one of his "Fine Virgin Ladies" but Roland saw they were poxx-infested and was more interested in a horse then a whore. The Pimp then tells him that all the horses in the area are Mutant Horses.
He is grueling in appearance, has several crooked, yellow teeth and a sly look about him.
